Pope Attacks Racism via OT

The BBC (among others) is carrying a report today on some remarks by the Pope decrying racism -- an especially volatile topic in Italy at the moment. This paragraph caught my eye:
Taking his cue from an Old Testament passage about the duty of welcoming foreigners, the Pope said peace and justice could only be created in a world where every human person was respected.
The story doesn't mention which passage he used, nor has my online searching revealed an answer. But Lev. 19:33-34 would be one good candidate.
